cannot access jbilling from internet explorer

When I try to get to jbilling on my local machine, I get an error from Internet Explorer indicating that it cannot display the website.

The link I visited is as follows: http://myip:8080/jbilling/login. (obviously replacing 'myip' with the external address to my local machine. Port 8080 is already open in my firewall, so I'm not sure where else I'm going wrong...
