create new user accounts

I've read all the documentation about jBilling mediation and examined all of mediation examples in it. As I see, all of the examples are about orders creating.
Do I have possibility to create new user accounts via jBilling mediation or should I do it some other way?

I don't think you can do that

Mediation process can not create users (at least AFAIK). You can create them using Web Service API, for example.
