Help section throws error

I have everything setup, but when it tries to go to help it directs to: WEBSITE:PORT#/online_doc/Reports.html and I get this:

HTTP Status 404 - /online_doc/Reports.html

type Status report

message /online_doc/Reports.html

description The requested resource (/online_doc/Reports.html) is not available.
Apache Tomcat/6.0.20

Should this not be going to TomCat?

HELP

download the on-line documentation from http://www.jbilling.com/files/documentation/online_doc, and unzip it and rename the folder jbilling\server\default\deploy\online_doc.war to online_doc and place it in the webapps folder inside jbilling.
