In the post 'cant get SOAP working' I answered the question about calling jBilling through SOAP web services in 3.x.
As jb3 already contains ActiveMQ for messaging support, using JMS to integrate is fairly straightforward. You can have a look at the code in ProvisioningCommandsRulesTask for an example on how to send messages.
You can use the same technology stack to go the other way around (jb3 calling other systems). With the new jb3 grails setup you can take advantage of this framework to integrate. If you can use eclipse and the STS plugin, it will help you get on your way quickly.
