how does rating occurs for roaming?

Hi guys,
can you tell me how does jbilling support the rating of roaming records?

and

how can jbilling can rate a record based on time,place and all the factors like in actual telecom rating?

i think drools is used for the second question but can anyone please guide me on the actual process how it is done?

I really need your help guys.

Every thing is a rule, be it time or place (zipcode). you create many rules as part of the Billing Plan that the customer subscribes. Do you have any specific questions?.
