jBilling is available under two licenses: the Affero General Public License (GNU) version 3, and a Commercial license.
By default, when you download jBilling and use it for free, you will be using the Community Edition of jBilling and be bound to the AGPL license. This license is OSI certified, and comes with some restrictions. An important one is the need to release any modifications or extensions of jBilling under the GPL license as well. Many organizations, companies in particular, do not wish to be bounded by a GPL license. The alternative is to buy the Enterprise Edition of jBilling. This edition come with a commercial license which does not have some of the GPL restrictions.
